Me: According to the Pennsylvania Uniform Firearms Act they have 45 days to either issue or deny the permit.

GPU Woman: That's only if there aren't any problems. Give me your license.

I don't seem to recall anywhere in the UFA saying they're allowed more time if there's problems.

It's here:

A license to carry a firearm shall be for the purpose of carrying a firearm concealed on or about one's person or in a vehicle and shall be issued if, after an investigation not to exceed 45 days unless there is a problem, it appears that the applicant is an individual concerning whom no good cause exists to deny the license.

See? It's a technical term you must have missed.

I was born in another country and obtained my concealed permit from philadelphia. All i needed to bring was my naturalization document in addition to everything else. It was pretty easy the first time. And i have since renewed it without any issue.
