Helped to educate someone on legality of gun possession/carry in Philly
Hey everyone,
While I don't post too often here, I thought this situation was worth sharing. I had a guy out to my home today who is getting ready to do some work on the house. He's originally from eastern Pa., but has since relocated to NJ. I'm not sure how long he's been living there.
Anyway, when he's about to leave, he spots a firearms magazine on the coffee table. He sort of jokingly said, "what's that doing there? You can't have guns here, right? I mean, it's got to be difficult to be able to own guns in Philly." Or something to that effect. I told him that quite the contrary, Philly is like the rest of the state when it comes to gun ownership. It's a snap. He thought there might have been more stringent requirements when living in the city.
So imagine his reaction when I told him you can also carry in Philly. Telling him one can openly carry as well as carry conceal seemed to blow his mind. He had a hard time believing things, but seemed genuinely interested in learning more about firearms as they relate to Philadelphia.
What happened next sort of surprised me: he reached in his wallet and pulled out his LTCF, which was issued in Bucks County. He wasn't aware that it allowed him to carry in Philly. Again, not sure how long he's been living in NJ, but all of this was a good educational experience for him. When I told him about open carry in Philly, he sort of laughed and said, "what, are you trying to get me arrested?"
All in all, the guy seemed genuinely interested in learning more, and said he can't wait to return to the house since he'd love to chat with me in depth.
Well, there you have it. I helped to educate a fellow gun lover. Oh, and I made sure to tell him that while his LTCF enables him to carry in Philly, just like the rest of the commonwealth, I told him to make sure he's disarmed when he crosses that bridge not too far from my house. He laughed!

doesnt he need a permit from his home state to get pa ltcf?

I think he had obtained his LTCF when he was a Pa. resident. I believe he's only lived in NJ for a short period of time. I don't believe his LTCF has expired yet.

He lives in NJ.
I see no legal way he could get from his house to PA to then carry.
Technically, unless he can teleport, his LTCF is useless

Once he crosses the frontier to freedom, he can borrow a firearm. After all, he's got an LTCF.

He needs a Pa LTCF.
(a) Offense defined.--No person shall make any loan secured by mortgage, deposit or pledge of a firearm, nor, except as provided in subsection (b), shall any person lend or give a firearm to another or otherwise deliver a firearm contrary to the provisions of this subchapter.
(b) Exception.--
(1) Subsection (a) shall not apply if any of the following apply:
(i) The person who receives the firearm is licensed to carry a firearm under section 6109 (relating to licenses).
(ii) The person who receives the firearm is exempt from licensing.
(iii) The person who receives the firearm is engaged in a hunter safety program certified by the Pennsylvania Game Commission or a firearm training program or competition sanctioned or approved by the National Rifle Association.
(iv) The person who receives the firearm meets all of the following:
(A) Is under 18 years of age.
(B) Pursuant to section 6110.1 (relating to possession of firearm by minor) is under the supervision, guidance and instruction of a responsible individual who:
(I) is 21 years of age or older; and
(II) is not prohibited from owning or possessing a firearm under section 6105 (relating to persons not to possess, use, manufacture, control, sell or transfer firearms).
(v) The person who receives the firearm is lawfully hunting or trapping and is in compliance with the provisions of Title 34 (relating to game).
(vi) A bank or other chartered lending institution is able to adequately secure firearms in its possession.
(2) Nothing in this section shall be construed to prohibit the transfer of a firearm under 20 Pa.C.S. Ch. 21 (relating to intestate succession) or by bequest if the individual receiving the firearm is not precluded from owning or possessing a firearm under section 6105.
(3) Nothing in this section shall be construed to prohibit the loaning or giving of a firearm to another in one's dwelling or place of business if the firearm is retained within the dwelling or place of business.
(4) Nothing in this section shall prohibit the relinquishment of firearms to a third party in accordance with 23 Pa.C.S. § 6108.3 (relating to relinquishment to third party for safekeeping).

Pretty sad that two bodies of land separated by a frikkin' river don't honor the other's laws (NJ) - you'd think that sharing such a long border and elements of culture (especially the Delaware Valley and Southern NJ) there'd be some sort of compromise by now, in the year 2011.
