no, you don't. It might involve some standing up and not backing down, but you have no legal requirement to do it.
What if the Monco sheriff asked you for 60 or 120 bucks instead of 20?
What if he asked you to wear a chicken suit for
your picture

It seems like every county has some random BS associated with it. I guess it's better than nothing at all but someone needs to come up in the system and sort this all out promptly. I assume no one challenges the requirements of their individual county because it's easier just to comply and do some random other thing than argue and possibly be denied. There's a term in the psychology world for this, but I can't remember what it's called.
Monroe County in the Poconos asks for tax records, lord only knows what Philadelphia and Allegheny county wants.

The MontCo Sheriff site also says
"and show cause to carry a firearm concealed on or about one's person or in a vehicle in the Commonwealth of Pennsylvania."
WTF is that?

Except for the words "and show cause", that statement is from the UFA:
18 Pa.C.S. § 6109: Licenses
(a) Purpose of license.--A license to carry a firearm shall be for the purpose of carrying a firearm concealed on or about one's person or in a vehicle throughout this Commonwealth.

This site is published by the Montgomery County Sheriff? You sure? You have any proof that the Sheriff himself published the website and wrote everything on it? Whoever wrote it made a mistake, that doesn't mean that's how things actually work.
In Montgomery county there is no requirement to "show cause" before getting a LTCF. Like I said, just because it's on the internet doesn't mean it's true. Has anyone in Montgomery county been denied a LTCF for being unable to "show cause"? No? Then what are you going on about?
If you're going to get bent about an out of compliance procedure go do something about the police check card requirement instead of problems that don't actually exist.
