That is a neat idea, but very unlikely. What you assume is a large number of victims, who actually have applied for and subsequently been denied a license to carry (or whatever they call it in that communist part of America).
These states however have created a situation where everyone "knows" that it is impossible to get such license (unless you are dating the governors daughter), so most people don't even try. The few who actually do, and get denied anyway, are most likely individuals, who have a heightened situational awareness and tend to NOT get into this sort of situation.
You and me and many others on this board will think "if I watch this movie starting at 9PM, I'm going to leave this theater around midnight - do I want to be walking back to my car at midnight or rather watch that movie sometime/somewhere else?". The people, who tend to get car jacked, don't think like that. They think about what size of pop-corn bag they want with the movie. And those are the people, who wouldn't even apply for a license to carry here in PA.
The large number of victims exists. But most of them probably never got denied a license, because for one or the other reason they never applied in the first place.

I still think the idea is worth exploring, for any number of reasons, not the least of which is that a 1950's SCOTUS ruling stated that government is PROHIBITED from "licensing" the practice of a fundamental right, which after Heller and McDonald the 2A clearly is.
There are other reasons that I believe the idea has at least enough merit to explore further, but I cant get into them right now, as I have GOT to get some sleep. Gotta be in the yard by 5AM for work, which means getting up at 4AM ( Im a zombie without my coffee) and after a pretty rough first day at a new job ( not my fault, just a series of unfortunate circumstances outside my control that all conspired against me today ) it's important to me I redeem myself in the bosses eyes with a great showing tomorrow so ..............................Si vis pacem, para bellum

Man such a sad story, i feel for that family.
I always tell my wife- you cant even pay me a milion dollars to live in New Jersey. When ever i go deep sea fishing in New York i just cant wait to cross that GD border back into PA.
But nothing wont change in New Jersey untill the people there start suing the GD politicians for denying them their full constitutional rights.

Although this would require some seriously impressive "lawyering" it's not so far fetched. I hope to see this in my lifetime. Anything can be challenged. Ten years ago I never would have believed a person could buy a hot coffee and successfully sue MacDonalds because the coffee was hot. I think the families of NJ victims could potentially sue state gov much the same way that 9/11 victim families sued the airlines for failure to provide a safe environment. Yes, I know there are many differences but the thought process is similar.
Two people are dead who should not be. They did not willingly put themselves in harm's way. I think the casino should be held accountable for insufficient safety measures too. Especially considering the same thing happened there a little over a year ago.

And what about those of us in the Southern end and Northwest areas of the State that categorically NEVER voted for the foaming at the mouth anti gun liberals that dominate the Legislature ? There are LOTS of NJ residents that truly are prisoners in every sense of the word

I would like to add my name to the list of NJ resident that truly are prisoners...the lack of knowledge of the issues regarding the 2nd amendment rights of NJ citizens is sickening IMHO. People like Son of the Revolution are slowly educating the ignorant citizens about the facts and as soon as I am confident enough in my knowledge, I will begin to help him in this crusade.
