NO
The states that Delaware recognizes are:
Alaska, Arizona, Colorado, Florida, Kentucky, Michigan, Missouri, North Carolina, North Dakota, Ohio, Oklahoma, Tennessee, Texas, Utah
Pennsylvania is not among them. The main reason Delaware will not recognize or enter into a reciprocal agreement with Pennsylvania is that PA does not require any training in order to obtain a LTCF.
You would be good to go with a Utah permit, less expensive than a Florida permit costs.
