Newb with first of many questions
I just joined, not new to shooting, gun smithing or even NFA.
Went Here:

OK - clue me in on the "NR" - what does NR stand for Natural Resources? So the meaning of "No," or "Yes" there means what exactly?
Then the "NFA Friendly" - does this mean the CLEO will sign off if it's a "Yes" and on't if it's a "NO"?
I am (obviously) a shooter in MD, thinking about a little slice of heaven in your state. Some land, a cabin, some place I can sit out, sip a nice coffee and target shoot a spell if I take a notion.

ETA: Non Resident - OK - I get it, so what about NFA? What's the story men?

I believe you are correct about the CLEO, although my knowledge on NFA is about nil. Consider asking that part of your question in our NFA forum, probably get a better response there, time-wise.
As another who moved here, from there, in 2005, an early welcome should you decide to cross the line. I don't regret it, even though I still work in MD.
Gun shops and ranges are everywhere up here. We even have a range with it's own porch and rocking chairs. Enjoy a cigar, a pipe, a cuppa... why you can even watch the deer graze about 150 yds out while shooters are piercing their targets at 100- and 200-yards!
While many claim to support the right, precious few support the practice.

My back porch, and 100 acres. Steel target's set 25, 50, 100, 300, and 500 yards....I love having a big back yard...

You moved from md to York county PA and built a range.
I moved from md to York county PA and built a gunshop.
Must be something about spending all those years being oppressed that makes us "go big".

That's a gooooood back yard, i only have 72 feet and have to be careful because there is the occasional four wheeler behind the barrier.

You either go big or you go home.
The south central region of PA here seems to be very gun friendly. Like anywhere else, we have our nutjobs and extremists, but if you can deal with the weather the rest is a treat.

Fixed it for you. The range I belong to was built more than 30 years before I was born!

Not sure what category I am in - nut job or extremist, but forget the whole thing if the weather's bad.
