So I can't have my ar in the car with me unless its an sbr'd ar

Also if there is a full mag in it but not a chambered round does that make a difference?

no. the magazine must be in a separate container or, if the you have a container with separate compartments, you can have the AR in one compartment and the mag in another compartment.

Reading this post got me curious. While the PA Constitution may dicatate its legality, would there be any other local ordinances or city regulations (aside from dirty looks) that would prevent one from walking around with a loaded rifle slung over their shoulder?

because of the preemption clause in the PA Uniform Firearms Act, municipalities/cities/counties/etc. cannot make their own ordinances/laws regarding the possession, carry, or transportation of guns.

so, no, there would be no such (actually legally binding) ordinances.

however, i do think if you walked around, say, pittsburgh or philly with an loaded AR slung over your shoulder, you would meet some police officers who may well (improperly) arrest you for disorderly conduct or some such thing. in theory, it should be thrown out in court, though...in theory.
