References on Non-Resident LTCF

After 4-1/2 months, I finally received my Delaware CCDW Permit on December 31st. For the long, grueling details, check out this thread:

In any case, I'll be sending in my information to Center County to get my NR LTCF and I was wondering if anyone knows -- do they actually call the references you list for non-resident permits? I have a solid reference, but another girl I used as a co-worked is a bit flaky and, if they actually go through and call, I'd much rather get a different second reference.
