SKS 922 compliance
I recently picked up a Yugo SKS... One thing I would like to do is change the mag out and put in a larger capacity one. By doing just the one thing, is it now non-compliant? Or is it still good after that?
I searched, but couldn't find much pertaining to an SKS, so I wasn't sure how it worked with all the legal aspect stuff...
Thanks.III%

Nike, not sure if this site will answer your question.

I have a couple Chicom SKS's that have no US parts and I was wondering about doing some mods on them but will more than likely leave them as they are.Last edited by 27hand; May 18th, 2011 at 01:18 PM.

Re: SKS 922 compliance
I'm with ya there. It is cornfusing. I actually bought a folding stock for my SKS back around 1990 or so. It came with a 922r compliance paper. I was unsure(didn't know crap about 922) and didn't want to get a bunch of US parts just to have a folder, so I left it stock.
Another Chicom Norinco I have has a replacement stock but in the original configuration (no thumb hole or pistol grip)so its still OK.
I ended up leaving all 3 unmodified except for the Norinco.
I'm not sure if different country of origin SKS's have different rules. (IE your Yugo) as opposed to another country.
I'll check on the SKS boards. If I get additional info, I'll let you know. Maybe a SKS guru will chime in.

Re: SKS 922 compliance
It depends on the parts the SKS has, not the country it came in from.
But if he has a 59/66 like most Yugo SKS rifles he has a grenade launcher along with the bayonet which will put him one foreign part more than your chi-com or norinco sks
I think it may be a 922r violation just to slap the 20rnd mag in the Yugo, maybe Fragger will be by to correct meThe resident Saiga snob

Re: SKS 922 compliance
scoutjoe is correct.
Can I put a detachable magazine on my SKS Carbine?
The short answer is “NO”. To add a detachable magazine to an imported SKS Carbine violates the “1989 Import Ban”. Specifically, it is a violation of Title 18 USC § 922(r). Of course swapping some number of imported parts for US-made ones can prevent the “1989 Import Ban” violation.
However if enough of the imported parts considered to make up the SKS carbine are swapped out for US made parts making the SKS carbine 922(r) compliant then the answer is yes.
On the SKS carbine there are 14 'imported' parts off of the BATF's list that effect it.
15 if we are including the M59/66.
Here is the entire list that BATF has made up for ALL parts counted.
178.39 defines a list of twenty parts that ATF considers when deciding if a firearm is imported or not. The total number of listed parts in the rifle is not important, so often swapping just a few imported parts for US-made ones frees a rifle from the provisions of Title 18 USC § 922(r). The listed parts are:
1) Frames, receivers, receiver castings, forgings or stampings
2) Barrels
3) Barrel extensions
4) Mounting blocks (trunnions)
5) Muzzle attachments
6) Bolts
7) Bolt carriers
8) Operating rods
9) Gas pistons
10) Trigger housings
11) Triggers
12) Hammers
13) Sears
14) Disconnectors
15) Buttstocks
16) Pistol grips
17) Forearms, handguards
18) Magazine bodies
19) Followers
20) Floorplat
Just how many of these parts are in an SKS Carbine?
Here are the relevant parts in an SKS Carbine:
1. Receiver
2. Barrel
3. Bolt
4. Bolt carrier
5. Gas piston
6. Trigger housing
7. Trigger
8. Hammer
9. Sear
10. Disconnector (see below)
11. Stock
12. Handguard
13. Magazine body
14. Follower
Add #15 if you have a M59/66 for the muzzle attachment GL.
So to be compliant then if you are wanting to use detachable mags in your SKS it must have 10 or less imported part.
If it is a M59/66 5 parts then need to be replaced.
Other SKS carbines in military configuration would require 4 parts to be replaced.
Do I think it stinks?
Yes.
It's silly.
Does BATF care if I think it's silly?
Ha .. no need to answer that.Last edited by Fragger; May 19th, 2011 at 07:42 PM.

Re: SKS 922 compliance
Every imported SKS except the CHICOM guns are supposedly C&R, so even with the bayo and 'nade launcher - the Yugos are A-Ok as long as they are left in that as-imported, un-modded, non-bubba'd config. Meaning - 10rd fixed mag, fixed stock.
Only exception is **** supposedly **** the ATF said that the *** temporary removal *** of the folder bayo of a C&R SKS for shooting purposes at the range was OK. But anything else; extended mag, folder stock - you broke your C&R cover and now you gotta do the 922 dance just like we do with WASRs.
That said...
There were eleventy-billion-gillion CHICOM SKS sold in the USA pre-89. All had folder bayos, some had factory hi-cap AK mags. None are C&R. Back in the pre-ban days, folding stocks and hi-cap mag conversions for the standard CHICOM SKSs flourished like ATF lies at a congressional hearing.
So it would not be illegal or unheard of to spot a CHICOM SKS in a plastic sidefolder with bayo and hacked hi-cap mag at a 1988 rifle range. "Pre-ban" guns in general are highly sought after because you can pretty much do anything you want to them (within reason) and still be 922-immune.
Regardless of that fact, folks still quake in fear over 922 and rip the bayos off their CHICOMs. Whatever.
Personally, I wouldn't mod/bubba any CHICOM SKS as they will never be imported again.
