    Default Carrying at the Honesdale Library?

    So Im going to the library today and I am not sure If I am able to carry or not. So I checked on there website and it says You cant bring weapons in unless authorized by law. So does that mean I'm ok to open carry, since open carry is legal or since I have a LTCF does that mean I have to conceal? Heres the link http://www.waynelibraries.org/wayne_county/policies.php
    its under the, Use and protection of the building, collection, and equipment, number 10 on the list. Thanks for anybody who can help with this.

    Looks pretty obvious to me. You are authorized by law. Worst case they ask you to leave. IANAL

    I'm not sure a public library can ask you to leave.

    18 Pa.C.S. § 6120: Limitation on the regulation of firearms and ammunition
    (a) General rule.--No county, municipality or township may in any manner regulate the lawful ownership, possession, transfer or transportation of firearms, ammunition or ammunition components when carried or transported for purposes not prohibited by the laws of this Commonwealth.

    My thoughts are that if the library is county-owned property, then pre-emption would apply. Meaning that they cannot regulate the carrying of firearms OC or CC when carried for purposes not prohibited by the laws of the Commonwealth.

    If its privately owned then there rules would apply. So even tho it says weapons are prohibited unless authorized by law. That would mean that cc is ok but oc isnt because there is no law that says oc is legal yet there also isnt a law that says its illegal. So using that logic I would not be able to OC right?

    Sound about right. You're specifically authorized by law to conceal carry. You are only 'not prohibited' to open carry, which isn't, according to its legalese definition, the same as 'authorized'.

    I'm unfamiliar with where the Honesdale Library is. Is it in any way connected to the court house complex on Church St.? Is it connected to the County Office Complex just west of the intersection of Main St. and Rt. 6? If not, you should be OK, provided you're carrying lawfully.

    I know that there are metal detectors at the County Office Complex. IIRC, Children and Youth and some other legal offices are located there so there's a deputy at each entrance.

    No its not near there. Its on rt 191 a couple blocks past the Wayne Hotel near Days Bakery sorda. I think ima call them and see who owns the property if its the county then preemption would apply and I have nothing to worry about then.
