And they also don't listen; I can think of a few amendments they could have added, talked about at hearings last year, which would no doubt sway some votes to their side.
Thankfully they don't seem to be paying enough attention to see that through.
And no, I will not be posting those possible amendments on here, just in case they stumble across this.

Decision on who can carry a concealed firearm should be Pennsylvania's
Thu Apr 28, 2011 at 14:42:00 PM EDT
-- by Pennsylvania State Rep. Babette Josephs (D-Philadelphia)
While we cannot tell other states how to issue firearm licenses or to whom, we must do so in Pennsylvania for our own residents. This would serve to protect Commonwealth residents from violent individuals who abuse the current loophole in state law to legally carry guns with an out-of-state permit after being denied one in Pennsylvania.
Case after case has been documented in which a violent person is denied a permit in Pennsylvania and then successfully applies for a permit in another state, such as Florida. Law-abiding citizens don't seek to circumvent the law like that.
My proposal would not affect gun ownership rights, nor prevent residents of other states with permits from those states from legally carrying a concealed weapon in Pennsylvania. It simply would ensure that the Pennsylvania residents who are granted a license to carry have met the standards of our state and not the standards of another state that potentially could be less stringent.
The bill (H.B. 1309) has been referred to the House Judiciary Committee for review.

"Law-abiding citizens don't seek to circumvent the law like that."
what about those of us in monroe county who haven't gone out meeting everyone and gotten the people to act as references?
i have only 1 reference and debated going the route of a FL permit.
squeaky clean record, not even a speeding ticket, had my purchase card in NJ when was a resident, we're not all criminals....
"5.) All references MUST be full time MONROE COUNTY, PA. residents only! Family members or those who
reside at the same address as you are NOT acceptable. References can not be related or reside at the same
address as one another. You must provide their complete home mailing address and phone number. If any of
your references fail to return the questionnaire within the 45 days, your application will be denied."
provided i read the application instruction sheet correctly...
