    I'm convinced it is the reason Philadelphia acts the way they do...because they are separated from the rest of the state via statute.

    I am too. A minor part of it being the home-rule charter aspect that they feel that they can dictate every aspect of life and law within their borders as well.

    If 6108 were to go away and the laws of the State to apply equally across the entire state, they would lose much of the fire that they(Philly) have.

    Before pursuing this bill, please see this post. Rep Pyle seems to feel that HB935 is the way to go with this issue. Yes, they're nearly identical bills. There's a thread in place (see the linked post) for HB935.

    Let's see if we can get this done!
