In any event the word "forceful" harms citizens and helps criminals.
Good you've noticed that! And you right!

I think it's there so that if someone breaks into your home "accidentally" there's no justification for using deadly force.

If I remember correctly this happened in North Whales some years back. An ex marine was living in an apartment complex on the ground floor. A naked and drunk man broke into the ex marines apartment apparently thinking it was his own. The apartments all looked the same. Ex marine killed intruder. Ex marine is probably still in jail.

Is there a better way to protect the innocent in a circumstance like this?

I've called most on the committee, recommending the the words "and forcable" be removed from the statute.

Here is my post from another thread where it was posted that it was pulled due to threats from the Black Caucus::

I just got a confirmation from Kim Stolfer that HB641 has been pulled off the schedule. Everyone should let him know Pennsylvanians don't like his caving into the minority bullies. I let them know my feeling already and everyone else should do the same.

Here is my email from kim with permission to post it:

    "Ted,

I was just informed by Linda in Caltagirone’s office that the bill has been pulled from the schedule. She would not say why though. I guess she knows what I would do! Tell your friends to hammer Caltagirone for his lack of courage and acquiescing to bullies!

    Thank you for everything!!

    Kim Stolfer"

I sent an email to the representatives to voice my support despite the setback. Figured it can't hurt.

It definitely can't, the message now changes from "I support this bill" to "I support this bill and I am not happy that it was taken off the schedule, what can you do to fix this?"
