AN ACT
1 Amending Title 18 (Crimes and Offenses) of the Pennsylvania
2 Consolidated Statutes, in firearms and other dangerous
3 articles, further providing for licenses.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 6109(k) of Title 18 of the Pennsylvania
7 Consolidated Statutes is amended by adding a paragraph to read:
8 § 6109. Licenses.

10 (k) Reciprocity.--
11 * * *
12 (1.1) (i) A person licensed or permitted to carry a
13 firearm in any state which laws recognize and give effect
14 in that state to a license or permit issued under the
15 laws of this Commonwealth shall be authorized to carry a
16 firearm in this Commonwealth.
17 (ii) This paragraph shall apply to a license or
18 permit holder from another state only while the license
1 or permit holder is not a resident of this Commonwealth.
2 A license or permit holder from another state shall carry
3 the firearm in compliance with the laws of this
4 Commonwealth.5 * * *
6 Section 2. This act shall take effect in 60 days.

So a FL LTCF will not be valid in PA for PA residents.

The real worry is them tacking it onto a bill as an amendment in the Senate; that's less likely to happen in the House.

Chances are way better of it passing than they should be, please call your reps to make your opposition to it known.

What's strange is the language about complying with PA law. Currently no matter what State your license/permit is from you still have to comply with all of PA law pertaining to carrying, so having that language in there is unnecessary and absurd.

I'm wondering how many people will read that and think out of state license holders have to comply with other states laws and not PA's.

"Leon, this bill is part of a national movement by ALEC to have every state recognize the concealed carry permits of every other state. The model bill is entitled the Concealed Carry True Reciprocity Act. It allows any non PA resident law ...abidding citizen who legally obtains a concealed carry permit from any state (their own included) to be in PA and carry concealed as long as they abide by our firearm laws.

For example. It is very difficult (virtually impossible) to get a Maryland concealed carry permit if you are a Maryland resident. If you do happen to be a Marylander and able to get one, you would be able to carry concealed in PA with this law, because we currently don't have a recipricol agreement with MD (and we probably never will). Why punish a person in a gun control state even more? Obviously a national concealed carry law (Thune amendment) would be far superior, but this is a way for states to do the samething. It just needs done in every state.

To not honor out of state permits held by PA residents you need to amend Section 6106(b)(15) - HB 2536 of last year (Florida Loophole)."

Groves appears to be lying. Unless I'm reading wrong, the proposed amendment recognizes out-of-state licenses only for states that recognize PA licenses. Maryland doesn't (and probably never will).

Closing the "Florida loophole" wouldn't be such an issue if they'd provide for criminal penalties against any LEO confiscating an LTCF, and any Sheriff refusing to issue one, to a non-prohibited person. Howsabout adding that to their little amendment?

I'm reading it as, and the intent from the author is, any state that issues a permit to carry(shall or may issue states) will be recognised by PA.
