Only go to this particular eddies location and go ask for Bird (more expensive) or Don M.F. Juan. They both do solid work.

If you're willing to take a 2 hr drive, a friend of mine from here is an award winning artist. Here is some of his work:

My friend Vanessa is an awesome artist as well:

Re: Best tatto parlor?
I have a few from Eddie's when his son Billy was running the shop at 9th & Cherry, back then they had a chart showing prices according to where on the body you want the tat, they still do that?
It's a shame you didn't want this earlier, my artist, Shawn Dubin works at Moo Tattoo on South Street but he's leaving the shop in 2 weeks, not sure where he's going to end up yet, but I'll wait, excellent artist.
We got a couple Satuday night before he leaves.
This is what we got, he did a tat of a painted wood block art piece had in a gallery that I bought. (he also did the Harley tat years ago)
and the wife dressed up some kanji she had.
Here's another couple he did for the wife a couple years ago.
and me last year
I know does you no good now but the title was best tattoo parlor and up until this coming weekend I'd say Moo Tatoo.

Re: Best tatto parlor?
I don't know any shops in Philly, but in NEPA, Electric City Tattoos in Scranton and Golden Hammer Studios in Milford are probably the best.

Allow me to throw in my $0.02:

Schedule an appointment with Gabs. He's the owner, does awesome work. Have a piece on my right bicep. Looks great, used 12 colors and cost me $300. Took about 3 hours. Gabs normally works in the Willow Grove location and that might be easier to get to than Doylestown.
This is the work:
