    I'm not clear what you meant by this so I'm just going to throw this out there to clarify..

    In the case of open carry while on foot, yes this would be true. There is no RAS for a stop/check because the activity is legal and does not require licensing.

    But in the case of CC or OC in a vehicle, then there is RAS for a stop/check because that activity does require licensing. A LEO is within the bounds of the law to demand your LTCF if he becomes aware that you are concealing a firearm, or witnesses you enter a vehicle while OC'ing.

    Back in Oct of 09 I was in philly for my sisters wedding grew up in philly long story short I was on Delaware and spring garden at the fuel pump filling up before making the 6 hour trip back three ppd cruisers sitting there seen my open carry of my glock 22 one officer came over saying to myself oh here we go said morning nice "carry piece" walked right on by and went into the store I finished up with the fuel then left with no problems. Was somewhat dressed up still in a nice pair of slacks tact boots and dress shirt lol maybe just one of the lucky ones but I have open carried there on more than one occasion with ppd around without any issue. Like I said one of the lucky ones.
