It was annoying that the FL app. required a LE agency and not just a governmental body (some places the fingerprints, for other than arrest processing - teachers, casino workers, etc. - aren't actually taken by the police). It would have been much easier if I could have gone to an Army Recruiter who was a friend of mine and had my prints done (I think the National Guard would count as a Gov't Agency).
