Are Hollow-Points legal in Delaware?

Thats the question, its pretty simple,

Are Hollow-Points legal in the state of Delaware??

I want to gift a very good friend of mine a nice box of Ranger Talons in 9mm, but Im not sure if they are legal in the state of Delaware. Last thing I want to do is get him in trouble. I'd want him to have these as home-defense rounds.

I did a quick Google search and came up with a bunch of unrelated trash.

....yes, even in New Jersey too so long as you only keep them at home(defense), or hunt/target shoot with them. You cant carry them though with one of their rare carry permits.

Delaware isn't as commie as many people think. No permits needed to purchase, no registration, no FOID cards, no permit needed to open carry, concealed carry is pretty much shall issue. Its kinda an island of sanity amongst the insane DC, MD, and NJ waters.

negative, black talons are a hollowpoint like anyother some would even argue they are outdated and the newer HP's are more effective..

Winchester took them off the market because of the bad press, and pretty much just changed the name and stopped coating them black.

The origional turm for "dumdum" I do not know the actual origion of but it has for the most part been labled to the Winchester Black Tallon bullet. Rumor has it that this bullet was made illegal for being A "cop killer" do to the features of being A wide jacketed hollow point ( JHP ) with grooves around the sides to make it bloomb like A flower when it hits the target.
The fact is though that this bullet was never made illegal to for law biding, lawful gun owners to have and use in their guns. In fact, it is quite recomended by law enforcment that such hollow point bullets be used, speciffically because they have A low amount of penatration which makes them less likley to overpenatrate and harm an inocent bystander and are quite affective in stopping the most deturmined attackers even in 9mm. In adition, their low penatration renders them quite oppisate of "cop killers" wear they are almost sure to not penatrate police body armor.
The Winchester Black Tallon has been discontinued do to the rumor but they have since started producing the exact same design without the black coat. It is called the Ranger STX. In adition, while it was A highley potent round for it's time, it is A more mild JHP compared to others out their. Cor Bon JHPs and Federal Hydra-Shocks for instance are more potent and Federal Hydra-Shocks can be purchased at Wal Mart.
