    I did some researching and there's actually something in the constitution about this:

    A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.

    So why even bother responding? Take a look at State gun laws, even federal. Many do not directly exempt the President of the United States, so unless there's a federal law I haven't seen that over-rules all those statutes for him the answer to the first question appears to be "No".

    The answer to the second question is an obvious "yes".

    President of the United States is also Commander in Chief of the military.(even though some are not qualified for that task) That title should be enough to permit him/her to carry if they so choose.

    I don't know about former Presidents, but I do believe there have been something like four Congressman that were known for carrying while in office.

    If they did. Who in the Capitol Complex is going to stop them, Congressman can play the trump card and walk right around any security or metal detectors.

    Well yeah, he could still be impeached for violations he issues himself pardons for though.
