The video states that only three states HAVE LEGISLATION on the books that PERMIT open carry. PA doesn't have legislation explicitly stating that open carry without a license (except Philly) is legal. The law is simply silent. At least to the extent that I've been able to determine from reading title 18 section 6100. Unless there is something explicit in the UFA which I haven't had time to examine yet.

There's always a chance case law simply allows open carry in pa, also.

Anyone with facts to the contrary to my understanding of PA law?

I don't believe PA has "open carry laws on the books." I believe that there is simply not a law that criminalizes open carry.
