Philadelphia Trying to Restrict the Second Amendment Again!

Among them is this gem:
Ordinance 080016 – would regulate the acquiring or transferring of any firearm within the City of Philadelphia.
This ordinance would require the applicant to supply the following information on forms provided by the Philadelphia Police Department:
(a) the name, and any other names by which applicant has been known;
(b) the home address, and any other addresses at which applicant resided within five
years immediately prior to application;
(c) the present business or occupation, and any business or occupation, in which
applicant has engaged in the five years immediately prior to the application;
(d) the date and place of birth of applicant;
(e) the caliber, length of barrel, make, model and, if known, manufacturer’s number of
the firearm;
(f) a statement by applicant indicating the date, place, nature and disposition of any
criminal proceedings brought against the applicant for any offense other than traffic
violations;
(g) name, address and occupation, of the person from whom the firearm is to be
acquired or transferred; and
(h) a copy of applicant’s fingerprints and his photograph.

Ding! Ding! Ding!
Violations of 1) Pre-emption (obviously) 2) Unlawful to maintain a registry
Not to mention the one about reporting sales of ammo - which applies to any person including you, if you sell me a box of your excess .38 Special rounds for "$15 FTF".
How and when do we effectively bust their chops? (For wasting our money on stuff they know won't fly? Directly if you're a resident of the damn place- indirectly for the time and cost of the state dealing with them.)

Similar ordinance has been on the books since 1965.
§ 10-814. Acquisition or Transfer of Firearms. 180
(1) Definitions.
(a) Firearm. Any rifle, pistol, revolver, gun or shotgun.
(b) Department. Department of Licenses and Inspections.
(2) Prohibited Conduct. No person shall acquire or transfer any firearm in the City, and no person shall acquire a firearm outside of the City, which is brought into the City, unless application has been made to, and license obtained from, the Department.
(3) Application. The applicant for a license shall pay a fee of two (2) dollars, for each transaction of acquisition or transfer regardless of the number of firearms transferred or acquired at that time, and supply the following information on forms provided by the Department: 181
(a) the name, and any other names by which applicant has been known;
(b) the home address, and any other addresses at which applicant resided within five (5) years immediately prior to application;
(c) the present business or occupation, and any business or occupation, in which applicant has engaged for five (5) years immediately prior to the application;

Interesting... has that ever been tested? (For that matter, if you tried to comply with it, would anyone in PPD have a clue what you were talking about? )

What's to stop both buyer and seller from just driving outside of the city to do a FTF transaction?

Let us start a list as to what is LEGALLY wrong with Bill 080016. Sure there are many things in general that an God fearing American would not like about this bill, but let's keep the list to the ILLEGALITYS of this Bill.
Number One: it violates state preemption of gun laws
Number Two: it is illegal to construct any database of firearms (not sure if this is State or Federal law).
#3 I do not think that the Philadelphia Police has the legal authority to issue licenses for scratching you butt, let alone firearms.
I am sure there are many other illegal items in this bill. Feel free to ad to what I posted here.
Also any violation of this proposed bill would be a SUMMARY offense. It is in the penalties section at the end of the bill. A summary offense is what littering is !
