Dumb Question Time

So I just picked up a nice Glock 23C and it came with a bunch of extra magazines. Two of them are high capacities, and one of the two says
"Restricted LE/GOVT ONLY" and unlike the others, it has a serial number on the bottom of it. I am assuming this is only a concern in states where high capacity mags are illegal, so this is imprinted by Glock when they ship to those states ? Anyone confirm. Thanks !

As far as I know, in PA, they mean nothing and you are fine. As for laws in other states, I have no clue.

is your gun used???? if so the restricted mag is probably from the 1994-2004 AWB but now that the ban has expired it's meaningless except in slave states like NJ, MD and commiefornia where mags above 10 rds are still prohibited.
