    Not enough info.

    How YOU bought it is not the end of the inquiry. Whether it was ever a rifle matters. And you need a pistol recoil assembly that wouldn't enable the installation of any type of shoulder stock.

    You can make a pistol from a virgin lower. To make any SBR, you need the tax stamp.
