SBR upper legality

So I am still confused...
If I have a brand new complete lower that was purchased and serialized as a lower only, can I put a SBR upper on it and call it a day? Do I still need a form-1 stamp and engraving?

How YOU bought it is not the end of the inquiry. Whether it was ever a rifle matters. And you need a pistol recoil assembly that wouldn't enable the installation of any type of shoulder stock.

You can make a pistol from a virgin lower. To make any SBR, you need the tax stamp.
