Re: Open Carry 18 years old?
In most of PA, as long as you never get into a vehicle, yes it is legal. A LTCF is required to open carry in Philly. Since you must be 21 to apply for a LTCF, you can not legally carry in Philly at 18.

Why not wait for a few more members to chime in with statutes, and info. That way, in case you are questioned, you won't have any issues (or shouldn't have).
There is an awful lot involved when you OC, and you run a big risk of a large amount of trouble, if you are not prepared for it.
I OC every day, and I have for quite some time. But, before I did, I did alot of research.I'm so fast, I can bump fire a bolt action.

Also note, since you are in Philly according to your profile info, you will need a LTCF to merely transport the gun to someplace so that you can carry it. Just having a gun in your vehicle, whether empty or loaded, requires a license - unless you are going to/from a handful of exempted locations(range, gunsmith, vacation home, place of business, etc).

And a couple of notes about long guns: Depending on where you are, carrying a loaded long gun may be considered evidence of illegal hunting, unless of course you are actually legally hunting. And a long gun can never be loaded in a vehicle (I think there is a narrow exception for handicapped hunters).

Re: Open Carry 18 years old?
Maine will issue to non-residents. Check out the links below for more information. PA law says you need a LTCF or a license from any other state to be able to carry a loaded handgun in a vehicle. I believe that even covers Philly. I believe to open carry, you would still need a LTCF or a license from a state with which we have reciprocity. I am not 100 percent certain of the last two points so I would do some more reading in the reference section.
