    No. FFL's are prohibited from transferring handguns to any person under 21 years of age.

    a non prohibited person under 21 may NOT accquire a pistol or revolver, or any NFA item from a DEALER or FFL.

    longarms only til 21 from a DEALER or FFL.

    Private transactions to a person under 21 for a pistol or revolver is restricted to the following:
    gift from grandparents or parents to son/daughter(no PICS check needed)
    Spouse to Spouse.
    private transaction from anyone to a non prohibited 18 and older person via a Sheriffs department.

    thats pretty much it.

    Guys, the exception in the statute is not limited to "gifts".

    18Pa.C.S.6111(c)
    "The provisions of this section shall not apply to transfers between spouses or to transfers between a parent and child or to transfers between grandparent and grandchild."
    It exempts "transfers". Gifts, sales and trades re all forms of transfer of ownership.

    It *only* applies to handguns. Long guns can be transferred (sell/trade/gift) betweenl non prohibited Pa. residents with no paperwork/FFL involvement.

    No.

    However, if I wanted to sell you my pistol (I don't) I could do it as long as the sheriff was willing to do the transfer. A private person can sell a pistol to someone over 18 and under 21 in PA, but it must be transferred through the sheriff, because FFLs are forbidden to do transfers of pistols to anyone under 21.

    Short answer: You can't buy from a store, but you can buy from a private party, but you must use the sheriff to transfer.

    You could always find yourself a nice gal that's heavily into the shooting sports and marry her - then if she gets one for you as a wedding present its a spouse transfer.
