    Just happened, I assume, at the End the Fed rally.

    Fucking Philly, what a pack of corrupt, entitled cowards.

    For future reference, Philly PD recently issued updated training guidelines concerning OC. Officers might interpret laws differently than we do, but Philly PD policy is unambiguous on this point: OC is legal in Philly if one has an LTCF. It might even be helpful to RTK the document and have a copy with you.

    If they know OC is legal, then why do they treat OC as probable cause?

    Absolutely not. The carrier voluntarily complied with the officer's request. There's no case to be made. Rights were not violated. They were voluntarily waived.

    Because they can get away with it. These things come to light now and again. If it were occurring dozens or hundreds of times a week, and people was stand firm against this nonsense, THEN, it might begin to draw more attention.

    I didn't say "they know", I said "department policy is". It's clear that some of them don't know that it's legal, which means that not only do they not know the law on this point, they also don't know what the department policy is. It's not a surprise, therefore, that they are responding inappropriately to OC'ers. At worst, they should check LTCF status, and that should be the end of it.
