Carrying a rifle by motorcycle.
I'd like to get a cheap .22 to carry on my motorcycle to the French creek range. I am not sure of he legalities of carrying a rifle strapped to the back of a motorcycle. Another option I thought of was getting a pack rifle (ideally the Marlin papoose 70pss) which would fit in my locking sidecases. Pretty sure that would be legal (even in within Philly though?). Also: Does anyone know where I might be able to pick up that marlin within an hour or so of Philly sometime Monday morning?

In/on a vehicle, the rifle will need to be unloaded (no matter where you are), and inside of Philadelphia city limits, a license from any state is required. Outside of Philadelphia, a license is not required to carry a long gun, in or out of a vehicle. If you are outside of a vehicle, you may carry it loaded, if you wish.

If that out-of-state license is non-reciprocated then 6108(1) & (2) exceptions to the Philadelphia carry proscription against longarms would be unavailable.
The OP would qualify for the 6106(b)(4) exception when going to/from target practice and could use 6108(2) for those portions the trip in Phila.
Also unless the rifle is unloaded and also locked in a case or a rack on the vehicle, there would be a GFSZA (18 USC 922(q)) violation whenever within 1000 feet of a school.IANAL

Why? 6106 requires reciprocity for concealed carry on or about your person, but exempts for "any license" in a vehicle. 6108 requires a person "be licensed", no requirement for reciprocity.
Federal GFSZs aside, IMO, a reciprocal license is only needed for CC on or about your person, outside of a vehicle, no matter where you are in PA. Otherwise, any license will cover in a vehicle and/or OC on the "public streets or public property" in Philadelphia.Last edited by gnbrotz; November 14th, 2010 at 02:43 PM.

Thanks for the quick replies! I've never bought a gun before and just want to use it for target shooting but don't have a car. If I bought a gun at a sporting goods store how would I get a license to be able to carry it through the city?

Because the law requires it.
§6108. Carrying Firearms on Public Streets or Public Property in Philadelphia.
No person shall carry a firearm, rifle or shotgun at any time upon the public streets or upon any public property in a city of the first class unless:
(1) such person is licensed to carry a firearm; or

Well, if he's going target shooting, he falls under one of the exemptions.
If it was just a joy ride, then yea, he would need a license.
If he were outside of the city, he wouldn't need a license to joy ride with a rifle on his back.
In either scenario, the gun would have to be unloaded.
