Unhappy Pistol from out of state relative ?

Hello, My father on his way to NY gave his pistol to a cousin in PA to hold.
Does he need to go back to PA and go to a FFL to transfer the pistol to his cousin in order for his cousin to send it to me in NY through a FFL?

this is all very confusing, as i read you can move to PA with a pistol and not register it.....

    Thanks for any help

If the transfer of ownership of the gun crosses state lines, it must be shipped to a FFL in the receiving party's state.

If you move to PA from another state and you bring your guns - you don't need to do anything. ..there is no transfer of ownership.

5 states require registration, New York is one of them - PA isn't..

Who is the gun ultimately going to? And where are each party from?

As knight said the pistol has to go through a FFL in NY to be transferred to you. Actually your cousin doen't have to have it transferred to him. He just has to find a FFL in PA to ship it for him (trust me it's easier this way) to the FFL that will transfer it to you. OR, you have to find a NY FFL who will accept a gun from a non FFL (your cousin) and then your cousin could ship it via FedEx or UPS.

Now, that said, before the gun is shipped to you, you need to have all your ducks in a row. You basically have to have everything taken care of, NY gun law wise, before the gun can be shipped. I shipped a gun to a military officer who I knew when he was doing his Masters at Penn State and he got assigned to the 10th Mtn Div. It took him about 6 months to get everything taken care of (NY wise) before I could ship it for him, and he was in upstate NY.
