Default Can cops carry loaded rifles/shotguns in their personal vehicles?

I was reading through 6106 and 6106.1. Maybe I'm reading the wording incorrectly, but does 6106.1 give an exception to police officers for carrying loaded weapons, other than firearms as defined in 6102, in any vehicle?

In my trunk safe I have my M4 with a fully loaded mag but nothing in the chamber. But then again my car is owned by the Government.

Do you qualify as an exception to 6106?

Reason I ask is that per 6102, the definition of "Loaded." -A firearm is loaded if the firing chamber, the nondetachable magazine or in the case of a revolver, any of the chambers of the cylinder contain ammunition capable of being fired. In the case of a firearm which utilizes a detachable magazine, the term shall mean a magazine suitable for use in said firearm which magazine contains such ammunition and has been inserted in the firearm or is in the same container or, where the container has multiple compartments, the same compartment thereof as the firearm.

PACS 6106.1 does not make any stipulation between a police officer being on or off-duty, so yes......by this law a police officer or one of the other excepted categories can carry something other than a "firearm" in a loaded condition.
