    A long gun does not meet the definition of a firearm, unless the barrel length is too short (and then its an SBR subject to NFA rules) or as noted above is a pistol grip (only, no buttstock) firearm.

    Off the BATF's website:

    The term “firearm” is defined in the Gun Control Act of 1968, 18 U.S.C. Section 921(a)(3), to include "(A) any weapon (including a starter gun), which will, or is designed to or may readily be converted to expel a projectile by the action of an explosive; (B) the frame or receiver of any such weapon…."

    If God didn't intend us to have guns why would he have given us a trigger finger?

    Pennsylvania definition: 18 PA CS 6105

    Firearm." Any pistol or revolver with a barrel length less than 15 inches, any shotgun with a barrel length less than 18 inches or any rifle with a barrel length less than 16 inches, or any pistol, revolver, rifle or shotgun with an overall length of less than 26 inches. The barrel length of a firearm shall be determined by measuring from the muzzle of the barrel to the face of the closed action, bolt or cylinder, whichever is applicable

    It should be readily apparent that IANAL.

    Adding a buttstock actually makes it so it can NEVER be an AOW!

    AOWs, with one specific exception, can never have buttstocks.
    the exception would be a "combo gun" with a rifled barrel and a smoothbore barrel between 12-14" (think a chopped varmint gun or M4 survival rifle)

    by adding a buttstock, you just make it a shotgun with a buttstock

    Wait... so a PA resident can buy a rifle by mail from another PA resident and have it shipped to them without an FFL involved? Or am I more tired than I thought?

    yes. it happens through the want ads every day. (well maybe not every day, but quite often)
