    Default Long Gun FTF Xfer

What is needed in order for two ordinary civilians to xfer long guns? I have been told all you need to do is type up a bill of sale and include the guns seriel number on there. Is there anything else involved?

One person hands the other the money, the other hands over the rifle.. ...then shake hands and walk away.

A Bill of Sale is recommended, but not legally necessary.

Instate mailing/shipping of longguns to the buyer is perfectly legal too.

If you go to a dealer or a store like Dick's and ask to purchase a shotgun, do they run you though NICS or PICS or nothing?

If they do run you through what is the point since someone can legally buy a guy who can pass and then sell it to another person legally anyway?

if you buy any firearm other than a muzzle loader from a dealer they have to run a check on you even on a used rifle thats part of being a dealer,Me and my local shop were just talking about that last night that its not right. but yes you can just go and sale a rifle to someone FTF and you dont have to do any paperwork, as stated its good just to make up a bill of sale that the you have proof that it was sold to who ever just incase it ever shows up somewhere that something happend with it that it dont come back on you.

I'm pretty sure you can do an informal face to face transfer of a long gun in PA between resident adults if you have no reason to suspect that the person you are selling to cannot legally own a firearm.

    I always just ask them.

For conventional firearms(long or handgun) made after 1898 a background check is made on purchases from a dealer.

Point? Personal property shouldn't be subject to commercial regulations where as both federal and state level governments can regulate commercial transfers. So long as someone has no reason to believe that the other is prohibited from possessing a firearm or has intent to use it unlawfully-there should be no reason not to sell it without background checks.

Quite a few states, maybe even most of them, have absolutely no transfer restrictions of handguns that are privately owned. A cash 'n carry deal.. Sure, background checks can help slow the illegals from having them, but sooner or later they will get one anyways. Nothing, no law, nor requirement, will stop someone that has intents on arming themselves.

It's not quite that easy. If you can pass the PICS and your buddy can't, you buy a gun from a licensed dealer then sell it to your buddy, that's called a straw purchase or a strawman purchase. It's illegal. When you get caught, you'll be in deep shit.
