Long rifle, in state shipping?
I know you can purchase a long rifle in a private sale FTF without going through a FFL, but does the same apply if shipping in state? I'm looking for an AR lower to pick up for a build and it would be a lot easier to find one in state and avoid the hassle. I'd appreciate the help...

AR lowers have the SN and if you were buying from an FFL dealer...you would need to go through PICS...I am 99% sure that if you bought from another PA resident that he/she could just mail it to you...as if it was a FTF transaction.

Face to face MEANS face to face. You cannot ship a firearm to someone who is not an FFL holder unless it is being returned to the owner from being repaired.

I'll have to do some research. I think it was in a book of PA firearm laws. I am pretty sure the ATF says it's O.K. but PA is against it. I'll dig the book out and see if I can find the section this weekend. I don't think any carrier will let you ship to someone who is not an FFL anyway.

As long as it is a long gun, PA law does not preclude shipping intrastate in accordance with Federal guidelines.

A nonlicensee may ship a firearm by a common or contract carrier to a resident of his or her own State or to a licensee in any State. A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm.
