    Default Safe passage for Ohio resident to take my gun back to Ohio

    So here's the deal.
    I know someone in Ohio that is going to make a new trigger spring for me.
    I would prefer him to have the entire gun to be sure it functions properly.
    He is not yet a FFL.

    A mutual acquaintance whom I see 4 or 5 times a year will be coming from Ohio this weekend, so I wanted to give him my gun to take back to be repaired.
    He does not have an Ohio carry permit.

    How can he legally transport through Pa?
    Ohio is not an issue.
    Since the ultimate destination is not an FFL I don’t think it’s possible unless perhaps I give him just the lower, which I’m still not sure of the legality. Plus IMO on this particular model the slide really needs to be present for the trigger to reset normally.

    Any insight?

    My understanding is that any transfer to an out of state party sans FFL is a no-go. Also, since he isn't licensed, I'm not sure how you'd legally give possession to your 'courier'.

    Isn't "to/from repair" always an exception under every state law?

    Not for interstate transfer when the recipient is *not* an FFL.

    Yes, because federal law would still prevent the transfer of the firearm to an out of state resident who is not an FFL, even if they came here to receive it.

    Note also, if the friend is "gunsmithing" - he probably needs to be a FFL.

    I don't think the law distinguishes between hobbyist activities for others or commercial activities - just "gunsmithing" as a whole.
