In some cases you give a warning like STOP or something to that affect. I believe that using rubber is basicly the last resort of a "stop" in a way before having to aim for a lethal shot with the rubber at a close range when the threat is still coming. I'd say these shells would be the same as someone shooting a threat in the foot or an area that you would not die as fast.
Out in public I know what I can do and the strengh of concrete. I don't have much going for me other than myself, weapon and what I can use to come out of the situation like a concrete walls I might be able to take cover at. In ones castle they have a lot more going for them. Layout, family who can help, knowledge of where the phones are to get help, the guy who lives next door who will coming running when a situation arrives...etc you know the list
I feel with what I have to work with in my castle, I feel comfortable to give the final rubber warning if need be.

IF you would read the posting you would see that the listing is for "15.30" .. there is NO space in between .. so therefore I thought they simply put the period two spaces to the right from where it should be....and # 2 shot is .15 " . I also stated that 00buck is .30......

I thought they all started using "less-lethal" since those first few deaths, mainly so the officers don't get it in their head that you can't kill someone with one. Or was that just for projectile type weapons? I do still hear non-lethal occasionally, but assumed it was a slip of the tongue.
At any rate, the only thing I can reasonably see as a good use for rubber rounds in PA is for shooting nuisance or dangerous animals if you have an aversion to actually killing them... If I'm threatened to the point of pulling the trigger of a shotgun, I want the threat stopped in the most effective, fastest way possible. Unfortunately, that involves a load of buckshot to the COM.

I could be wrong but I vaguely remember seeing something about non-lethal rounds not being considered less than lethal in PA per the law, so you can only use them when you'd otherwise be allowed to use lethal force anyhow so I don't see a realistic use for them if that's the case.
