Actually, I would argue it's a step in the wrong direction.
This "option" nonsense is being spread around as truth, when in reality no option exists under the law and no additional fees are authorized by law for any license version.
Every person who is presented with the option gets duped into thinking that it is a legal choice, when in reality it's not. That creates more work on our part to show people that this isn't the case.
All those "services" for the upgraded licenses are covered under current law, under the $25 fee. That, and charging $10 for a photo (which, again, the cost is covered under the $25 fee) is absolutely absurd.
It's not a step in the right direction.

That's strange, if they put your photo on the license, but didn't have equipment to take it, I still see it as being legal for them to require you to purchase photos elsewhere.
I find it odd, and don't see how it could be legal, that they would require you supply a photo if they don't put it on the license.
The law does say, 18 Pa.C.S. § 6109(e)(3) "The sheriff may also require a photograph of the licensee on the license."
