Really, one could make a very strong argument that President Obama himself has made a compelling argument that he is seeking a "well organized civil force that is every bit as well equipped and well funded as the US military."
By forming such forces locally, you would be fulfilling his vision, but without costing the tax payers a dime.
Seems to me like Barack is asking for your help boys.

Current siege strategy is to jam all communications. So if you were involved in something like Waco, you wouldn't be able to communicate with anyone but the officers surrounding you.

Thank goodness that we have enough naysayers to squash anyone's notion of creating an organization that could compete with an Obama contolled group. I am grateful that the naysayers don't just keep their mouths shut and see what creative minds could produce... It is good to stop these ideas before they have a chance to germinate. I don't really think that the idea of a militia is really practical, and since I am so brilliant I will use my intelectual ability to ensure that any contrary ideas are eliminated before they have any opportunity to prove me wrong.

I don't really see a PA militia working in a practical sense, but I really support the principal. I'm not going to nay-say, and I'll keep my ears open for something good. The law does not prevent law abiding citizens from being prepared, and I would gladly support a quality effort for J.Q. Public to take greater responsibility for his own security.

Speaking of militias, don't forget the Obama Youth program is still out there waiting to be unveiled - the "civilian" defense force = to the military he promised us.
