Duty to inform in Philly?????

Marvin Harrison had a handgun taken by police because he did not inform the officers.

To quote part of the story:

"However, he failed to mention that he had a handgun in the SUV, which he was required to do by law, the source noted.

The cops took the gun, which is registered to a man who lives in Philadelphia, the source said."

I find it interesting that he was not charged with any wrongdoing and was free to go but had the pistol confiscated.

This is really confusing to the law abiding citizen when Philadelphia apparently ignores preemption. Didn't a court recently uphold some of Philadelphia's new gun "laws?" Maybe Mr. Harrison has the means to fight this in court and get the city to follow what I believe is the law.
