Can someone tell me what this new anti reciprocity bill is?

I've read half a dozen stories on this and I still don't have a 100% - full grasp of what EXACTLY this bill is. Every time I read something everyone's so worried about adding some sort of commentary that the full story (in my opinion) is lost.

What the eff will this bill do? I would like someone to tell me in 1-2 sentences, please. No commentary, no reasons on why its B.S., no stories on supposed instances that COULD happen and how those are B.S., just straight unemotional fact.

example;

1.This bill will not allow any out of state CCW's in PA, only PA LTCF's will be honored in PA.

2. If you want an out of state CCW, like UTAH, you must first have an LTCF from PA first, then obtain your out of state CCW.

hereby enacts as follows:

Section 1. Section 6106(b)(15) of Title 18 of the

Pennsylvania Consolidated Statutes is amended to read:

§ 6106. Firearms not to be carried without a license.

(b) Exceptions.--The provisions of subsection (a) shall not

apply to:

(15) Any person, except a resident of this Commonwealth,

who possesses a valid and lawfully issued license or permit

to carry a firearm which has been issued under the laws of

another state, regardless of whether a reciprocity agreement

this bill will not do that.

2. If you want an out of state CCW, like UTAH, you must first have an LTCF from PA first, then obtain your out of state CCW.

it won't do that either. (that is actually up to the other state, not PA.)

here is your one line explanation:

this bill would no longer allow *a PA resident* to carry concealed (or in philly) in PA unless he/she has a PA issued LTCF (even if he or she does have, for example, a UT license).

now, for a little further clarification (no editorializing, though):

this bill has no effect on people who have PA LTCFs. it also has no effect on anyone who is not a resident of PA. (people who are not residents of PA would still be able to carry in PA on, for example, a UT license.)

as it stands now, even as a PA resident, you can CC in PA...or carry in philly...without having a PA LTCF if you have a license from a reciprocity state like UT. if this bill were to pass, that would not longer be true for PA residents (though it would still be true for people from other states).

When it comes to the issuance of LTCF's Philly deserves all the "jabs" sent their way.

In all honesty I dont see why people in PA would want to acquire a FL LTCF. It costs more money, there is more paperwork involved etc...so am I missing something other than FL is honored by more states then PA's?

Lentz said they had one "case" where a man was arrested with a FL LTCF and had a handful of priors.

Any details on that case?

never-mind...found this:

Lentz cited an incident in which a man was arrested in a rental car at a Pennsylvania airport with a loaded AK-47 in the car.

"This man had a Pennsylvania license to carry, and it was subsequently revoked," Lentz explained. "While his case was pending, he obtained a Florida license to carry by mail and later was stopped by Philadelphia police in a car with another loaded firearm. There was no arrest, however – even though his Pennsylvania license to carry had been revoked – because he now had a Florida license to carry. It's a perfect illustration of why my legislation is necessary."

It's simple really, Florida's issuing authority follows Florida law; the issuing authority in Philadelphia doesn't follow Pennsylvania law.

The result, regular citizens who want to carry lawfully, and not get denied/revoked for absurd reasons and/or go through an illegal process, spend the extra money to get a permit from a reciprocal state.
