Default Philadelphia Police Department LTCF Abuses

    Fellow members,

In my e-mail to the PA House Judiciary Committee I stated I would be sending them information regarding LTCF abuses by the Philadelphia Police Department. I need your help compiling stories of such abuses. Any information you can provide will be helpful in killing HB 2536 next week.

Feel free to provide as little or as much detail as possible and I will put the list together soon thereafter. You can PM me the information, or post it in this thread.

    Thank you for your help.

You can see my e-mail here

No personal problems but I did witness them deny someone for unpaid parking tickets. The guy paid the tickets, re-applied giving them a receipt showing proof of payment, came back later and they told him "sorry, we lost the receipt, you need to go get another one and come back".

My only issue was that they take 45 business days from application to approval.

When I lived in Philly I received my LTCF in short order with no problems. Why, if you live in Chester Co, does the Philly process affect you?
Guns are dangerous, but no guns is more dangerous.

I'm going to take a stab at this one ...

Probably because his local rep. is co sponsoring HB 2536.

... just like my local reps ...

I'm not saying it's legal for Philly to deny a LTCF for unpaid tickets, but...

If someone gets a parking ticket...PAY IT!

Not paying it (them) only causes more problems in the long run.

If it doesn't affect me personally, I should ignore Philly's violation of the law?

I know they have done much worse, but I know two people who simply cannot get there during the GPU's ridiculous hours. The only time these two people have off on a week day are holidays, and the GPU is closed then anyway. 1 of them hasn't called in sick or taken a week day off except for vacations in 18 years. Since the GPU frequently requires 2 visits or more he is loathe to spend a vacation day as he wouldn't be able to make a second date.

It's open to interpretation whether fingerprinting and/or interviewing as part of the LTCF application process is legal. I'm of the belief that, while I don't like either part any more than you do, the courts would likely stand on the side of the Philadelphia Police Department. It wouldn't take much of an attorney to argue that interviewing and fingerprinting as part of a background check is necessary in a major city rampant with gun crimes.
