    I answered your P.M.
Actually, it is FOAC that has to answer for it.

So you're referring to their opposition of Act 17 of 1995.

All I can find online are pieces of information relating to this act, and not the actual text of the act itself.

Edit: I don't want to drag this thread off-topic, if anyone has the actual text of this act, or a good explanation of it, please send me a pm or e-mail. Thanks

It will take a little searching, but all that stuff is on the state website. It was called H.B.110 when it passed.
This might help you in your search:

    SENATE AMENDED
    PRIOR PRINTER'S NOS. 141, 166 PRINTER'S NO. 167

    THE GENERAL ASSEMBLY OF PENNSYLVANIA

    HOUSE BILL

Act 17 is 29 pages long and Act 5* (which was a technical amendment to it) is 13 pages in Microsoft Word. No way to pm it or email it through this site because they would have to be sent as attachments.
It's better to see the house bills because you can see what was repealed and what was added.

ETA: It would be best if you learned how to find them on the state website because there will be others that you will have occasion to look up too.

I'm looking for them again, since I didn't bookmark the pages.

They're somewhere in this mess on the state's website. That link might not be close enough though. I'm still looking for the exact links.

    Edit: Found HB110

Since Act 5 modified Act 17, you have to read them both.
There might be subsequent modifications to parts of those acts. I haven't researched this stuff in a long time (but there's nothing stopping you...).

BTW, this is the subsection that ACT 17 repealed that permitted the Phila. Police Department to deny just about everybody's license application just by by saying their self-defense claim was unfounded. This is what FOAC fought so hard to maintain by opposing Act 17:

    § 6109. LICENSES.
    (E) ISSUANCE OF LICENSE.--
12 [(2) IN A CITY OF THE FIRST CLASS, A LICENSE SHALL BE
13 ISSUED ONLY IF IT ADDITIONALLY APPEARS THAT THE APPLICANT HAS
14 GOOD REASON TO FEAR AN INJURY TO THE APPLICANT'S PERSON OR
15 PROPERTY OR HAS ANY OTHER PROPER REASON FOR CARRYING A
16 FIREARM AND THAT THE APPLICANT IS A SUITABLE INDIVIDUAL TO BE
    17 LICENSED.]
For those of you who are unfamiliar with how to read a bill, words in brackets are to be removed and words underlined are new items.
If my memory serves me the Act also removed the 3 day waiting perio for handgun buyers who had carry permits.
ps before anyone tells me that it is not a carry permit--here's a preemptive KMA!
