HB 40 is out of the Judiciary Committee 5-25-2010!!!!
Rather than keep adding to the massive original thread, this would be a clean slate to discuss the upcoming House vote on HB 40 and the amendments to the bill from the committee. I have not seen the amendments, but will add a link when avail. I hope it maintains the civil liability provisions.

Gun legislation advances in Pennsylvania House of Representatives

CHRIS KNIGHT, The Patriot-News Legislation giving gun owners greater freedom to use their weapons to defend their homes progressed toward becoming law after it was approved by the House Judiciary Committee.
House Bill 40 , sponsored by Rep. Scott Perry, R-Dillsburg, is a supported of the “Castle Doctrine” which has been adopted by 23 other states and argues “that a home is a person’s castle.”
In the bill, this means that home owners are able to use a firearm against a burglar simply for breaking in, without needing to be directly threatened by the tresspasser.
In addition, the bill would also eliminate an individual’s duty to flee if possible when confronted by an attacker in a public place. Rather, the victim could use deadly force against the attacker.

Congrats to you all on the almost passed HB 40 and the defeat of the three anti bills. It's about time we had sensible law makers and it couldn't happen to a better State. Can't wait to move up there and become one of you.
