AN ACT

1 Amending Title 18 (Crimes and Offenses) of the Pennsylvania
2 Consolidated Statutes, further providing for firearms not to
3 be carried without a license.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 6106(b)(15) of Title 18 of the
7 Pennsylvania Consolidated Statutes is amended to read:
8 § 6106. Firearms not to be carried without a license.

10 (b) Exceptions.--The provisions of subsection (a) shall not
11 apply to:

13 (15) Any person, except a resident of this Commonwealth,
14 who possesses a valid and lawfully issued license or permit
15 to carry a firearm which has been issued under the laws of
16 another state, regardless of whether a reciprocity agreement
17 exists between the Commonwealth and the state under section
18 6109(k), provided:

1 (i) The state provides a reciprocal privilege for
2 individuals licensed to carry firearms under section
3 6109.
4 (ii) The Attorney General has determined that the
5 firearm laws of the state are similar to the firearm laws
6 of this Commonwealth.

By adding the underlined words "except a resident of this Commonwealth" Lentz and his co-sponsors eliminate out of state license reciprocity for all Pennsylvanians. So your Utah, Florida, Alaska or whatever license will not be recognized as legal authority for you to carry a concealed weapon or have a loaded firearm in your car or open carry in Philly.

So this guy is giving the Philly cops, that don't want to abide by state law,(at least those in the Firearms Licensing Division or whatever that is called) the wink & nod to keep refusing to obey the law and do their job.

I shouldn't have to but I will say this is one more to oppose.

But, look on the bright side, at least 3 that we opposed are now dead for sure!

Not yet. This piece of dogshit was just refered to the Judiciary Committee. Just keep an eye on the Committee schedule and if you ever see it scheduled for discussion, public hearing or vote let the forum members know.

That poor guy in Lancaster (I think) was screwed by a judge who was acting as though the law ALREADY said this. The guy who was in the entrance to the DJ's building, and was charged with carrying without a license, although he had a valid out-of-state license which PA recognizes.

That idiot judge couldn't read simple English, in text so clear and obvious that even Philadelphia politicians understand that it needs to be legislatively changed to get the result they want.

The reason that people apply for and obtain out-of-state licenses is because they are eligible for such licenses, and legally eligible for a PA license, but they face arbitrary and prejudiced denials by places like Philadelphia, which hates all of you.

It's what people do when tyrants attempt to squeeze them; they flee, they find a way around the corruption. Businesses in Philadelphia are viewed as captive cash cows, the city taxes them dry, and when the businesses flee, the city tries to force the state to tax them anyway and send the money to the city.

If you screw with people, they will try to avoid the screwing. If the Philly police keep ignoring PA law and denying or revoking citizens illegally, a lot of those people will try a workaround.

When the system is corrupt, don't expect your victims to work within the system. Dictators seldom get voted out of office through the crooked electoral systems they established, they usually get ousted "by other means".
