    Yes, legal change through legislature is what we are talking about. After more then 200 years all the laws that are necessary are already on the books. There are probably too many in there at this point.

    Any new laws that they pass, means shifting rights from one group of people to another. Changing laws means that someone gets their way and someone does not. Past the point of Hobbes' Natural Laws, laws are "zero-sum gain". Someone has to loose in order for someone to win.
