Technically speaking, what many overlook and most other abuse. The Constitution of both the Commonwealth and the United States of America IS a living document. By that, I mean it's legally changeable, to meet the needs and requirements of the citizens. That Living breathing change does not mean a change in interpretation, but means amendments and nullification of amendments per the legal process outlined IN the Constitutions.

Yes, legal change through legislature is what we are talking about. After more then 200 years all the laws that are necessary are already on the books. There are probably too many in there at this point.

Any new laws that they pass, means shifting rights from one group of people to another. Changing laws means that someone gets their way and someone does not. Past the point of Hobbes' Natural Laws, laws are "zero-sum gain". Someone has to loose in order for someone to win.
