Re: VA to PA conceal carry question
A. Welcome to PA and PAFOA!
2. Yes, PA is reciprocal with VA. You can carry handguns concealed in your car, but never a loaded long gun because...well, because PA game commission reasons.
Thirdly, As soon as you get your drivers license, you can get your LTCF License to Carry Firearms - Pa's term for a carry permit. $20 for 5 years and no training required. it's almost freedom. Other Sheriff's LTCF buffoonery varies by county .
d. No duty to inform LE if you are armed in a traffic stop in PA. Ohio, yes you have a statutory duty to inform asap.
Finally, never shop at Dick's.

Re: VA to PA conceal carry question
If you are a PA resident (having a PA driver's license is the strongest evidence for this, I think), then you are not a "person" and thus MUST have a PA LTCF.
That probably makes no sense to you, but in short if you are a PA resident, you must have a PA LTCF to carry concealed or openly during a SOE (or at any time if in Philly).
IANAL and usually get corrected quickly if I am wrong.

Re: VA to PA conceal carry question
Only law-abiding citizens need one in Philly. Criminal violations of firearms laws in Philly are rarely prosecuted. It's plea-bargained away , , reduced , dropped , or never filed.

Re: VA to PA conceal carry question
I am not so sure that your VA license is any good here any more once your driver's license says 'PA' on it. Getting the LTCF in Philly is different than it is elsewhere in PA and from I've read it's a PITA to get but doable. Good luck, welcome to PA and PAFOA, hope you enjoy your stay.

Re: VA to PA conceal carry question
PA & VA no longer have reciprocity.
PA residents are required to have a PA LTCF.
So, until you get your LTCF - you cannot carry concealed or in a vehicle, or openly on public domain because we are under a declared state of emergency.RIP: SFN, 1861, twoeggsup, Lambo, jamesjo, JayBell, 32 Magnum, Pro2A, mrwildroot, dregan, Frenchy, Fragger, ungawa, Mtn Jack, Grapeshot, R.W.J., PennsyPlinker, Statkowski, Deanimator, roland, aubie515, SteveWag

Re: VA to PA conceal carry question
Once you get your PA LTCF, I recommend getting a non-resident carry permit from VA if you plan to go back there often. You can do it by mail from PA. If I know I will be traveling a lot outside my state of residence, I like to have a carry permit issued by the state I travel through because I do not relish the idea of trying to explain the concept of reciprocity by the side of the road at night.

Virginia will honor all states' carry permits. It is just Pennsylvania that won't accept Virginia anymore.
