    to be clear, as someone new to the state (Berks County), I could use friends from my old state (NYS) with no issues?

If they can't do at least that much for you, then maybe, just maybe "deplorables" is the right word.
    Some forms ask they be in county.

    Berks Sheriff Weaknecht is very firearms friendly. The application only asks for non-family members.

    References? I just put down two people, from out of state, never an issue and they never called.

    Fair enough. The OP should check to see if his respective county has an online application form to be sure of the requirements.
    I printed mines and filled it out before I got to the office.
