The wording on this bill or law is utterly stupid...it basically says you can use and assault weapon according to PA law but can't use it to brandish or load it, etc unless in accordance to pa law. Is this a joke?

By their definition "use" includes "to load", with a presumption that if a magazine is inserted that the rifle is loaded.

They can't cite you for an inserted magazine, but it gives a cop a reason to stop you to check if it's loaded.
