    Some of the form your dealer can probably fill out for you (with your confirmation). But I think he cannot do a good portion of it, especially not the Yes/No questions towards the bottom. And I don't think he should get anything started to PICS until you've signed everything (but IANAL, nor am I an FFL).

    When I bought a handgun during the great panic of 1812 we went to a gun shop for the transfer and it took a few hours for him to get PICS on the phone. I remember asking if it would help if I were to start filling out paperwork while he waited on hold and to the best of my recollection, he said he's not allowed to do that.
    I called to check my ZIP CODE!....DY-NO-MITE!!!

    Shit... Back when I lived in Tampa FL I purchased a shit ton of gun in parking lots all hours of the day.
