Going for Philadelphia LTCF Reference Question
Tomorrow is the big day I go apply for my LTCF in Philadelphia. However, I am new to the area and only have one PA resident reference. I can get hundreds in the horrible state of NJ where I am orginally from, but the application says its PA only.
I have been searching and reading and have read that it doesnt have to be a PA resident, that they can't make up their own rules and must follow the state. However, this is Philadelphia, and we already know how that goes.
Does anyone know if it HAS to be PA, maybe someone that has dealt with this recently. I would hate to get denied over using a non-resident reference.

No need to ask or confirm with anyone.
Your reference can't be a family member, other than that, they can reside in any county, country or nation in the world.
If the "application" says "PA Only", what you have been given is not a lawful or valid application
Throw it in the trash
The LTCF application is set at the state level and uniform in every county

Others will tell you that you MUST comply with all the illegal, yes, illegal requirements the PPD is demanding. Others will tell you fear stories about being denied if you don't...do whatever you want but what you have is unlawful, Id throw it in the trash.
You are under no obligation to be fingerprinted, interviewed, pay parking tickets, documents tattoos and scars, fill out a reference sheet, etc
Choice is yours to comply or stand up. GL either way
