If true, I'm guessing (since I'm not at all interested in doing it) that the conversion process of drilling the hole and installing parts for someone mechanically inclined would be of similar difficulty or maybe even less difficulty than machining the 80% receiver out and installing a parts kit.

So maybe the AR is a 90% receiver?!??
I don't know 100%what the specifics are, but it requires more than just drilling a hole.

There is extra material between the fcg pocket and rear takedown hole, it would be easier to convert an ar to m16 than complete an 80% receiver

80% term is not recognized by the atf, it is either a receiver or not in their eyes.

Actually, it's either a "firearm" or it's not. The determining factor is the fire control cavity. If it's completely solid, it's NOT a "firearm". If it has ANY machining done to it, it IS a firearm.

There are two kinds of guns. Those I have acquired, and those I hope to.

Using the AG's logic, you are a serial rapist and need to register on the sex offender list.
As do all males and females with a penis.

    Reply from Mr. Shapiro's office:

    Good afternoon,

Thank you for contacting me about the legal opinion my office issued classifying 80% receivers as firearms under Pennsylvania law.

Gun violence, which is a serious public safety and public health issue, has reached epidemic proportions in our nation and in our Commonwealth. Over 13,000 Americans—including hundreds of Pennsylvanians—are killed with firearms every year. Another 26,000 are injured. And those figures don’t even include the 21,000 who commit suicide using guns.

As our Commonwealth’s chief law enforcement officer, reducing gun violence is a top priority. Gun trafficking, straw purchases, and gray market gun sales threaten us all by putting weapons in the hands of dangerous people who should not have them under the law. To help reduce the number of illegal guns, agents in my office regularly confiscate firearms during drug enforcement operations, keeping them out of the hands of violent criminals.

I support the Second Amendment and law-abiding citizens’ right to own firearms. At the same time, I believe we must do more to reduce criminals’ access to guns. By working together, we can reduce and prevent gun violence, prosecute criminals, and make Pennsylvania safer for all our citizens

You can read the full text of the statement I issued on December 16, 2019 in its entirety on our website at https://www.attorneygeneral.gov/reso...l-ag-opinions/.

Again, thank you for contacting me about this important issue.
