IMO, no. Mere encounters require no response (or even acknowledgement) from the non-LE party. Ridiculous court rulings aside, how can I be legally obligated to produce something as part of an exchange I'm not obligated to participate in at all?
This is one of the reasons I advocate for and practice not even stopping or continuing a conversation in any way.
If you somehow arrive in court, the officer will likely be able to explain how the "mere encounter" transformed into an investigatory detainment based on the citizen's responses, and thus how his official actions were in the clear. Of course, the citizen will have no idea all this played out. They thought they were just "being polite".
If you are going to engage in conversation, and LTCFs come up, asking "Are you asking or are you demanding?" might be a good question to ask. If you're asking, I'm not likely to comply. If you're demanding, I may or may not, but at least I know how it's being played. I'd like to think a recording demonstrating that the officer clearly said they were only "asking" would be a decent defense if I were charged with not producing it "upon lawful demand".Get your "Guns Save Lives" stickers today! Like I said you can't argue laws on the street, or on some forum for that matter.
take it to the state legislature in Harrisburg.
Don't go to the state capitol and hang around with an AR around your neck ,
At that point you're just being a dick and looking to get shot, then I guess somebody else can argue about it in court see if that changes anything. In the meantime your dead.
